Hello everyone you wont beleive but this worked out for me !!
3 important steps
Never apply to adsense directly
Apply through yahoo mail (for me it worked like that )
Upload docs

First go to docstoc.com
Then register with yahoo mail ( I applied that way)
Upload 5 files or more something like pics or some docs
Now apply to adsense by there by giving your ordinary url
Now u are ready you will recieve a mail from it saying it is complete leave it for a few days
Then  create a email in gmail with the yahoo mail you gave
then click adsense.com and login
I got this for my new site which was started yesterday
